In October 2024, Scotty’s Contracting + Stone was awarded a $1M+ FAA-funded project to rehabilitate a 4,000-foot-long, 60-foot-wide runway, along with 71,000 square feet of taxiway and apron at a rural General Aviation Airport in Kentucky. With a 35-day contract window and liquidated damages of $1,000 per calendar day, precision and efficiency were critical to the project’s success.
As part of a KDA pilot program, and for projects of this caliber considering the high traffic the airport receives, it was crucial to provide solutions to enhance durability and longevity, aiming to extend the runway’s lifespan by several years, rather than full rehabilitation. Scotty’s was selected for the job due to their vertically integrated structure, refined efficiency, and proven track record.

Additionally, specialized subcontractors were engaged to meet DBE participation goals, for excavation, storm pipe/crack repairs, pavement markings, and erosion control and seeding.
Delivering Through an Aggressive Schedule
Scotty’s delivered the project on time and with precision, within the 35-day contract window.
The paving operation required 4,058 tons of asphalt, transported via 16 trucks per day during placement. Milling operations ran five trucks per day, ensuring an efficient workflow.
Team Contribution: Right People, Right Execution
With 62 on-site employees and over 100 additional off-site personnel supporting operations across various divisions, Scotty’s delivered a highly coordinated effort. But this effort is an everyday occurrence for the Scotty’s team. The Engineering team ensured design accuracy, while the Paving team executed flawless placement. Shop personnel kept equipment operational, and Traffic Control managed airport safety and haul routes.
Beyond field execution, Scotty’s leadership in value engineering and strategic project planning allowed for efficient material production, transport, and placement, keeping the project ahead of schedule.
Results: A Model for the Future
The successful completion of this project has positioned it as a statewide model for aviation paving best practices.
The project also gained national attention. Applied Research Associates, Inc. (ARA), on behalf of the National Asphalt Pavement Association (NAPA), filmed the construction process for an Airport Asphalt Paving Technology Program video series. Additionally, the project was highlighted at the PAIKY State Asphalt Pavement Association event in March.
